What the commitment includes
OpenAI says the programme combines subsidised Daybreak access with training, implementation help and a network of more than 35 security products and services. The company expects the initial commitment to be consumed over six months and says expansion to partner countries is planned in the coming weeks.
Who is prioritised first
The first wave focuses on US water and wastewater operators, electricity providers, state and local government, community and regional banks, nonprofits, open-source maintainers and other defenders of essential services. UK organisations should monitor the announced international expansion rather than assume immediate eligibility.
Blue and Red are different access envelopes
Daybreak Blue supports common defensive work through OpenAI’s mainline models. Daybreak Red provides approved organisations with more specialised cyber capabilities. Neither should be described as an unrestricted penetration-testing subscription; verification, authorised use and operational isolation are part of the product.
